ANSWERS TO QUESTIONS FROM NOOSA COUNCIL 2020 ELECTION CANDIDATES
Zero Emissions Noosa Inc. was formed 3 years ago, with the goal of working with the Noosa community (including Council) to deliver net zero greenhouse gas emissions by 2026. We want to see the next Noosa Council hit the ground running, especially in developing and delivering electricity and transport emission reduction actions which respond to the grave issues of climate change confronting the planet.
Currently $77M leaves the shire every year in electricity costs, so we know that reduction in carbon emissions through energy efficiency and rooftop solar also pays financial dividends to businesses and households which go down that path. We want to keep that $77M in our shire, investing in our people and our businesses!
Rather than broad generalities, we are keen to present through our website, Facebook and newsletter, the specific responses from candidates to a series of policy proposals, particularly focussed on delivering a financially and environmentally smart and innovative Noosa region, one that can be a global leader on these critical issues.
Candidates were given questions, together with brief notes and links to examples. You can view a PDF of this information here.
We have asked candidates to respond by COB Sunday 15 March, when we will then publish in our newsletter. This page will be updated progressively as we receive replies. We will alert other Facebook election pages with progressive and final answers.

Absolutely.

Yes.

Yes. The natural shading is something I would personally prefer.

Yes.

Yes. The Noosa Shire being electronically self sufficient would be amazing.

One of my key policies is to overhaul the transport strategy which would include electric or other sustainable energy buses.
9. Will you support an electric bike sharing scheme in dedicated locations on Council public land?
Unsure, they have been used elsewhere with mixed reviews.
10. Will you require a detailed Operational Plan which enables proper review of performance by councillors and the community?
Yes.
11. Will you ensure that Council delivers on the recommendations of the Walking and Cycling Strategy currently being prepared?
Yes, the upgrade of the footpath and road networks are some of my key policies.
12. Will you support Council moving towards a commercial and community composting facility and service, as the emissions from the Council controlled landfill comprises over 65% of Council’s total carbon footprint?
Yes.
13. Will you support a requirement for electric trucks in Council’s next waste collection contract?
Absolutely, there are decent options available on the market.
Julien Cahn Answers
Candidate Name: Julien Cahn
I would like to state that as a prospective candidate for Council I am not in a position to answer all these questions with the knowledge of what has and has not already been set in motion.
I understand that the environment is a hot topic that has to be addressed with the utmost urgency, and that Noosa commitment to zero emissions is both important and timely.
So the answer to all your questions is yes, with the caveat that the climate emergency should be addressed with reasoned thinking, deliberate solutions and with metrics to measure the success, the cost and the when and how the various programmes would be delivered.
Brian Stockwell Answers
Candidate Name: Brian Stockwell
Answers to questions:
1. Will you seek to develop a Climate Emergency Action Plan in consultation with the community in time for the 2020-2021 Budget?
The Queensland Climate Resilient Council’s detailed governance assessment ranked Noosa as a leading Council’s in the state for its integrated approach to Climate Change. It is embedded across numerous policies. Hazard assessment is well advanced and extensive community consultation is proposed in coming months to develop the Climate Adaptation Plan.
2. Will you support the creation of a Green Business Extension Officer in Council, to work with businesses to assist them to reduce their electricity costs and emissions?
I support ongoing extension to business to assist the energy transition. The efficiency and effectiveness of a council staffer versus third party delivery needs to be assessed before committing more resources. As a Body Corp Chair I am currently looking at a >400kw business solar system and understand the value of extension.
3. Will you endorse a massive urban pathway tree planting program in anticipation of increased temperatures in coming years?
The Noosa Design Principles implemented over many years mean we do not have urban heat islands and hence we do not need massive urban street tree plantings – Although I support a program to fill priority gaps. However, 1000s of ha of revegetation and regrowth in the hinterland, is far more cost effective and a higher priority in my mind.
4. Will you work within Council to achieve a shift to electric vehicles for Council's fleet?
I have actively advocated for this outcome and would anticipate that 30% of vehicles will be electric by the end of next term. Personally, I use a plug in hybrid electric car and an electric bike, both charged by renewable energy, to make about 90% of my Councillor trips carbon neutral.
5. Will you request the CEO to review all employee Key Performance Indicators to ensure that climate emergency action is embedded in all Council policy, strategy and operations?
As stated above, independent assessment shows Noosa Council is already a leading council in this regard. Just last month I moved to include Climate Change into our Health and Well-being Plan. The CEOs Performance is assessed against Corporate Plan KPIS and Climate Change is already in there.
6. Will you pursue with all vigour Council gaining control of its street lighting and associated costs and energy efficient lighting?
Energex and hence the State Government’s archaic position on facilitating streetlighting transition is deplorable. Other Councils have tried and failed to wrestle back ownership. It is important that Council continue to lobby through the LGAQ and Ministers to achieve reform of outdated thinking by the energy provider.
7. Will you investigate how Council can work with low income and rental households to achieve an uptake of rooftop solar for these sectors?
Yes, have previously, and will continue to support this initiative.
8. Will you ensure that Council's capital works program gives priority to sustainable transport initiatives, and not to making trips easier for the private car?
Yes, I have been an advocate in the current Council for changes to budget allocations to reflect the world we are heading to in terms of transport. There has been some change, but not enough. If elected I commit to try make substantial new initiatives focussed on active transport a reality.
9. Will you support an electric bike sharing scheme in dedicated locations on Council public land?
I am a committed convert to electric bike riding. I have ridden over 2000km since January 2019. However, we can’t just expect to transport the culture and practices of European cities to Noosa and expect to make a difference. Before committing I would need to review the effectiveness of all options available to increase uptake of this technology.
10. Will you require a detailed Operational Plan which enables proper review of performance by councillors and the community?
I believe the amount of information available every month which tracks our finances together with the very detailed department by department quarterly reports well and truly meets the needs of the vast majority of the community. The Mayor ( if re-elected) has plans to open up the budget deliberations to the community and it maybe as part of that process we can look to reformat Operational Plans so that they provide the community with a better insight of proposals for the coming financial year.
11. Will you ensure that Council delivers on the recommendations of the Walking and Cycling Strategy currently being prepared?
Yes, I have been advocating for increased investment in paths and trails for a number of years. When I surveyed them I found out that this was the second highest priority for hinterland residents and hence pushed for the current strategy process. I expect multimillion dollar investment in the next 4 years.
12. Will you support Council moving towards a commercial and community composting facility and service, as the emissions from the Council controlled landfill comprises over 65% of Council’s total carbon footprint?
While I have been a long term advocate for agricultural re-use of food and organic wastes, I am advised there is some doubt whether we could get the necessary environmental approvals to achieve a large scale composting facility at the tip. Biochar from waste to energy systems is another option being investigated.
13. Will you support a requirement for electric trucks in Council’s next waste collection contract?
Yes. We looked at it last time we went to tender but unfortunately, we were ahead of the market availability. I think there is likely to be numerous options by the next tender process.
Alan Lander Answers
Candidate Name: Alan Lander
Answers to questions:
1. Will you seek to develop a Climate Emergency Action Plan in consultation with the community in time for the 2020-2021 Budget?
Absolutely. As long as there is such intransigence at the upper end of our political system. we must push hardest at the 'grass-roots' including local government levels to initiate action.
2. Will you support the creation of a Green Business Extension Officer in Council, to work with businesses to assist them to reduce their electricity costs and emissions?
Yes, certainly. I have mentioned before council's facilitating ability to help reduce business costs.
3. Will you endorse a massive urban pathway tree planting program in anticipation of increased temperatures in coming years?
Yes. It amazes me that so many minds are preoccupied with creating carbon storage systems when Nature's perfect model - trees - are doing the job just fine already. We need to preserve and enhance our region's lungs.
4. Will you work within Council to achieve a shift to electric vehicles for Council's fleet?
Again, absolutely - and electric buses for local routes too, when we can work out an appropriate arrangement with the state ... ones meeting Australian standards this time!
5. Will you request the CEO to review all employee Key Performance Indicators to ensure that climate emergency action is embedded in all Council policy, strategy and operations?
I can't at this stage see any reason why not, so yes.
6. Will you pursue with all vigour Council gaining control of its street lighting and associated costs and energy efficient lighting?
That makes perfect sense, and the technology exists and is proven, so yes.
7. Will you investigate how Council can work with low income and rental households to achieve an uptake of rooftop solar for these sectors?
Yes. The state already offers some assistance here to electricity consumers, but as householders; the challenge will be how to get rental property owners to come on board.
8. Will you ensure that Council's capital works program gives priority to sustainable transport initiatives, and not to making trips easier for the private car?
Yes. Any 'answer' to traffic issues that involves offering more roads, road space or parking is simply not the answer.
9. Will you support an electric bike sharing scheme in dedicated locations on Council public land?
Yes, as long as the user makes good on returning the vehicle to a particular location after use, rather than 'ditching' it wherever they choose, as has happened with some share models.
10. Will you require a detailed Operational Plan which enables proper review of performance by councillors and the community?
Community consultation is a critically important means of decision-making for many council initiatives. Trial periods (such as the STS decisions) are a good idea to ensure reviews are undertaken in a timely manner and understood by all.
11. Will you ensure that Council delivers on the recommendations of the Walking and Cycling Strategy currently being prepared?
Yes.
12. Will you support Council moving towards a commercial and community composting facility and service, as the emissions from the Council controlled landfill comprises over 65% of Council’s total carbon footprint?
I understand council is some way down the waste-to-energy road already, although it still 'flaring' off methane gas emanations for the present. The technology is still developing, however I will totally support the use of a model which delivers sound and consistent results.
13. Will you support a requirement for electric trucks in Council’s next waste collection contract?
Yes, however I am not sure at this point whether such vehicles are yet in production. If so - and they can meet Australian standards and be available by the time of the next contract (two years away?) - I am all for it.
Yanni Van Zijl Answers
Candidate Name: Yanni (Marieanne) Van Zijl
Answers to questions:
1. Will you seek to develop a Climate Emergency Action Plan in consultation with the community in time for the 2020-2021 Budget?
Yes I think this is a really important next step after declaring a climate emergency.
2. Will you support the creation of a Green Business Extension Officer in Council, to work with businesses to assist them to reduce their electricity costs and emissions?
Clearly we need to encourage and facilitate the uptake of solar by more businesses. I think the appointment of an officer would need to be considered in the context of budgets.
3. Will you endorse a massive urban pathway tree planting program in anticipation of increased temperatures in coming years?
Obviously shade is a consideration we need to take into account both in considering future temperature rises and as part of our active transport strategy. I would encourage the planting of more trees in our urban areas, particularly public spaces, walkways and shopping centres.
4. Will you work within Council to achieve a shift to electric vehicles for Council's fleet?
I support the introduction of electric vehicles both privately and as a form of public transport. There are issues that need to be negotiated with Translink and with providers and we need to work through other issues keeping in mind budget constraints.
5. Will you request the CEO to review all employee Key Performance Indicators to ensure that climate emergency action is embedded in all Council policy, strategy and operations?
After declaring a climate emergency the next step has to be a strategic plan and then a more detailed operational plan that sets goals and KPI's. Council needs to do this not only in its own operations, policies and plans, but also to educate and encourage business and residential change.
6. Will you pursue with all vigour Council gaining control of its street lighting and associated costs and energy efficient lighting?
This is clearly something that needs to be discussed and considered. Great idea!
7. Will you investigate how Council can work with low income and rental households to achieve an uptake of rooftop solar for these sectors?
It may be a case of working with owners and investors rather than the households. There is also the option to ‘farm’ solar on public buildings and spaces for these houses to participate.
8. Will you ensure that Council's capital works program gives priority to sustainable transport initiatives, and not to making trips easier for the private car?
We need to have a balance. I would certainly support sustainable transport initiatives, but there will always be trips that need to ne taken by cars or other vehicles so maintaining roads is always going to be a priority. What Council can do is provide infrastructure and incentives to encourage active transport, but this can only occur over time. We also need to consider the ageing population and make provision for things like good footpaths with shade and seating and mobility scooters.
9. Will you support an electric bike sharing scheme in dedicated locations on Council public land?
I think this needs to be carefully considered. I like the idea but would have to consider the implications in allowing businesses to use public land.
10. Will you require a detailed Operational Plan which enables proper review of performance by councillors and the community?
I would need to consider this and talk with the CEO and relevant staff before making comment. I agree there needs to be measurable outcomes.
11. Will you ensure that Council delivers on the recommendations of the Walking and Cycling Strategy currently being prepared?
I certainly will be happy to see the recommendations delivered. Of course we are yet to see those recommendations, and to consider how achievable they are within budget limitations and within what time frame. It may be the case we need to consider a staged implementation or to seek funding from other sources.
12. Will you support Council moving towards a commercial and community composting facility and service, as the emissions from the Council controlled landfill comprises over 65% of Council’s total carbon footprint?
This sounds like a great idea and is certainly one that needs to be considered. Anything that reduces out carbon footprint would be a step in the right direction.
13. Will you support a requirement for electric trucks in Council’s next waste collection contract?
I would support this. From what I’ve read and understood it seems to make environmental and economic sense, but I would need to consider all the implications and speak with Council staff about the realities and budget constraints.
Phil Moran Answers
Candidate Name: Phillip Moran
Answers to questions:
1. Will you seek to develop a Climate Emergency Action Plan in consultation with the community in time for the 2020-2021 Budget?
I shall endeavour to do so, however getting this up to be included in the upcoming budget round may be tight.
2. Will you support the creation of a Green Business Extension Officer in Council, to work with businesses to assist them to reduce their electricity costs and emissions?
Yes – Economic development portfolio has increased in the last Council period, and I would strongly support this suggestion.
3. Will you endorse a massive urban pathway tree planting program in anticipation of increased temperatures in coming years?
Absolutely – Been banging on about this for years. In summer where do you wait to meet someone? Under a tree! There is research also that house prices increase in tree lined streets and there are also social benefits. Much more likely to walk around towns under shade.
4. Will you work within Council to achieve a shift to electric vehicles for Council's fleet?
Yes, where practical. Need more charging stations to make this work
5. Will you request the CEO to review all employee Key Performance Indicators to ensure that climate emergency action is embedded in all Council policy, strategy and operations?
Yes, and would seek constructive dialogue with CEO, mayor and councillors to see if this will achieve desired outcomes.
6. Will you pursue with all vigour Council gaining control of its street lighting and associated costs and energy efficient lighting?
Agree in principle, however I need to be honest, and say I need to look at costs and feasibility in order to make a fiscally responsible decision.
7. Will you investigate how Council can work with low income and rental households to achieve an uptake of rooftop solar for these sectors?
Yes – I am a wholehearted supporter of roof top Solar. My wife & I have had stand-alone Solar for over 10 years, and Noosa Landcare is an inaugural partner of ZEN.
8. Will you ensure that Council's capital works program gives priority to sustainable transport initiatives, and not to making trips easier for the private car?
Yes, as part of a broad transport strategy
9. Will you support an electric bike sharing scheme in dedicated locations on Council public land?
Yes. I would like to see how this has worked in other areas, as take up has varied. It may be that the concept just needs to get traction, and will then be popular.
10. Will you require a detailed Operational Plan which enables proper review of performance by councillors and the community?
Yes – need more information in this
11. Will you ensure that Council delivers on the recommendations of the Walking and Cycling Strategy currently being prepared?
Yes – This also goes hand in hand with more trees – shade, and also I would like to see more water filling stations
12. Will you support Council moving towards a commercial and community composting facility and service, as the emissions from the Council controlled landfill comprises over 65% of Council’s total carbon footprint?
Yes. Previous research indicates we need sufficient ‘economies of scale’ to be cost effective. This is an area of high emissions so well worth pursuing. I would also like to see phytoremediation of old landfill as has been occurred at Pomona transfer station, and is being carried out by Noosa Landcare at the Veolia facility at Wattle Glenn near Ipswich.
13. Will you support a requirement for electric trucks in Council’s next waste collection contract?
Yes, if cost effective and enough charging stations. We may need to transition to electric trucks as they are expensive capital equipment, and need to get contractors on board.
Amelia Lorentson Answers
Candidate Name: Amelia Lorentson
Will you seek to develop a Climate Emergency Action Plan in consultation with the community in time for the 2020-2021 Budget?
Yes. A Climate Emergency Action plan must be developed with the community in time for the 2020-2021 Budget. As a Council we should NOT be swayed by political motivations, instead we need to listen to our community’s position on climate change. And then take action to reduce our impact on the environment.
Will you support the creation of a Green Business Extension Officer in Council, to work with businesses to assist them to reduce their electricity costs and emissions?
No. We do not need to spend ratepayer’s money on a Green Extension Officer. Instead, Council should be offering perks and incentives to businesses to assist them to reduce their electricity costs and emissions.
Will you endorse a massive urban pathway tree planting program in anticipation of increased temperatures in coming years?
How many trees? How much? Where? The community must be allowed full disclosure and asked to decide.
Will you work within Council to achieve a shift to electric vehicles for Council's fleet?
Yes, provided Council could show a financial benefit and the community approved. The main barriers to EVs are the capital costs of purchasing the vehicles and uncertainty around the costs of charging infrastructure.
Will you request the CEO to review all employee Key Performance Indicators to ensure that climate emergency action is embedded in all Council policy, strategy and operations?
I am not sure whether KPI’s are the correct indicators for climate change actions. There is so much uncertainty associated with climate change impacts.
However, I do support Council adopting a holistic approach and embedding climate emergency action into all Council processes and creating a workplace culture that supports sustainability.
Will you pursue with all vigour Council gaining control of its street lighting and associated costs and energy efficient lighting?
Changing lighting to LED makes good sense both economically and environmentally. But it comes at a cost. Council will need to work with Energex to negotiate to share costs of replacing regular street lamps with LED. Council then need to present the cost of the upgrades to the community and benefits, and ask the community to decide. Local governments are established so that local residents pay and vote to decide what services they want and how they want it delivered.
Will you investigate how Council can work with low income and rental households to achieve an uptake of rooftop solar for these sectors?
The burden of escalating electricity costs is disproportionately affecting low income owners.
It is the role of Council to lobby State government to deliver solar power systems to low income families.
Noosa Council should encourage Energy Saving Projects that focus on cutting energy bills for households.
Cutting electricity usage is not the only way to reduce electricity bills. For example, Noosa Council can recommend low income and rental households to switch retailers and mandate energy efficiency standards in rental properties.
Will you ensure that Council's capital works program gives priority to sustainable transport initiatives, and not to making trips easier for the private car?
Yes. We need to prioritise sustainable transport options in Council’s capital works program.
There are too many “Investigate” “subject to investigation’ ‘subject to discussion’ ‘investigate the feasibility’ in the Noosa Transport Strategy Plan 2017-2027. The next elected Council should have the courage and vision to act. The studies and reports have been done.
Will you support an electric bike sharing scheme in dedicated locations on Council public land?
Noosa Shire needs better bicycle infrastructure before taking on e-bike schemes. We need to first complete our bicycle networks and provide safe cycleways.
Will you require a detailed Operational Plan which enables proper review of performance by councillors and the community?
Yes.
Will you ensure that Council delivers on the recommendations of the Walking and Cycling Strategy currently being prepared?
Yes
Will you support Council moving towards a commercial and community composting facility and service, as the emissions from the Council controlled landfill comprises over 65% of Council’s total carbon footprint?
Yes. Yes. Yes.
Reducing our landfill sites through composting will significantly reduce the amount of waste we send to landfills! I have been researching commercial and community composting machines like OSCA used at the SCU and Sunshine Coast Grammer School. Council needs to offer incentives and/or partner with any business (Surfclubs, Resorts, RSLs, pubs and schools) that installs onsite commercial composters.
We need to also take inspiration and learn from other Councils who are doing waste better. Eg Lake Macquarie Council has started the ‘greener 3-bin system’, where all food scraps and garden waste go into the household green bin, which is emptied weekly.
Will you support a requirement for electric trucks in Council’s next waste collection contract?
What is the cost of replacement? Rollover period? What are the benefits? The community must be asked to decide. I would prefer to invest in a ‘greener 3 bin system.’
Karen Cook-Langdon Answers
Candidate Name: Karen Cook-Langdon
Answers to questions:
1. Will you seek to develop a Climate Emergency Action Plan in consultation with the community in time for the 2020-2021 Budget?
Yes I will support this initiative to develop a Climate Emergency Plan. It’s great there are other councils in Australia showing leadership that we can be inspired by, including Yarra, Bayside and Moreland. But it's also important that Noosa develop its own leadership pathway in this respect. As Australia’s ‘most sustainable destination’ let’s go beyond a PR exercise and get this plan in place to be an inspiration for visitors who come here and for other shires in the country. It’s important to have a plan with clear and measurable targets.
2. Will you support the creation of a Green Business Extension Officer in Council, to work with businesses to assist them to reduce their electricity costs and emissions?
Great idea - yes I will. I think there are vast opportunities to grow environmental and sustainable businesses in Noosa. Let’s leverage off our tourism-driven economy to have diversified businesses providing sustainable jobs and let's lead the way.
I will caveat this response by saying that my background is in financial management and every decision as a councillor will be based on my understanding budgets. My priorities are jobs, community and sustainability and I do rate this as a high priority.
The opportunity here is for Council to invest more in solar and reap the benefits of saving on electricity costs and channel that saving into initiatives such as this. I know first-hand how to achieve this, from our own investments in solar. If elected and given the opportunity, I can help manage the figures around how this can work from my own experiences.
I co-own, with a group of local investors two commercial buildings in Noosa Junction. These facilities were vacant and derelict eyesores that are now renovated, rented and have contributed to a revitalisation of the local economy in the Junction. We went a step further and equipped the buildings with a combined total of 80KW of solar panels feeding back into the grid. The tenants in these buildings are now paying less for green power, generated straight off the roof.
My door is always open and I am always encouraging all property owners, whenever I am able, to invest in solar, for its environmental and financial benefits.

Yes - a great initiative that needs to be supported.
I have announced as one of my policies an investigation of funding (including State grants application that I have experience with) for two more community development officers to work on community projects including environmental initiatives, in the coastal and hinterland areas. https://karencooklangdon.com.au/communityengagement/
Let’s get this up and running and link our community development coordinators into helping to coordinate this with ZEN and other community organisations that may be needed.
I have a vision also for more community gardens, green waste recycling and and worm farms directly in urban centres that will all contribute to carbon reduction in Noosa and all supported through the enhanced community development program.

Yes, great idea! The Noosa Transport Strategy is a lengthy document, but I would encourage any residents really interested in environmental initiatives to peruse this, What I found is that it is actually full of great ideas that if implemented, would support moving people rather than cars, reduce emissions, reduce congestion and align with our biosphere sustainability principles. I understand the transport strategy was done by an external consultation at considerable expense. The issue that I can see however is not a lack of plan, it's rather a lack of implementation of the plan.
With my finance and business management skills, I want to not only help a new council, working with community, to have a vision for the sustainable future we want. But a vision is one thing, to actually make things happen takes dedication and a capacity for good planning and financial management to get projects done - no-matter what the nature.

Yes, of course the strategy must be measurable in terms of its achievements and success. Why announce a ‘climate emergency’ and then have no plan or way to measure it?
We have to remember here that climate change is not just an environmental issue. It is a economic and social issue. The Intergovernmental Panel on Climate Change (IPCC) estimates global economic impact over the next 80 years could reach $23 trillion per year.
Catastrophic floods, droughts, wildfires and storms are all-too regular occurrences and come at a cost to communities when you consider the overall social, environmental and economic impacts.
We’ve seen this ourselves with catastrophic wildfires last year, causing loss of human life, damage to property and infrastructure, mass annihilation of biodiversity and destruction of agriculture.
6. Will you pursue with all vigour Council gaining control of its street lighting and associated costs and energy efficient lighting?
Of course - it just makes sense that Council would choose an option that combines energy efficiency, less emissions and cost reduction. Brisbane City Council has already done this. We don’t have to reinvent the wheel at every turn. Let's learn and take advantage of the experiences in other locations and lets get things done.
7. Will you investigate how Council can work with low income and rental households to achieve an uptake of rooftop solar for these sectors?
Ultimately it is the property owner that needs to be convinced of the decision to install solar. With the cost of solar continually becoming more affordable as technologies progressively improve, it should not just be the wealthiest property owners considering this.

I recently released my transport policy that talks about council needing to give priority to sustainable transport initiatives. There are already good ideas that seems to have just stalled for some reason.

I would support council staff undertaking research around this in terms of what is being done in other locations, nationally and internationally, and understanding what works and what doesn't work, and presenting recommendations to a new council.

There are already a number of planning frameworks in place including the Council Corporate Plan. These do not to be replaced but rather used more effectively. I will stand for greater transparency when it comes to all matters of Council’s reporting and accountability to the community.
I would like to investigate as part of a more rigorous holiday accommodation management plan, whether a range of sustainability initiatives can be supported. For example, I would like to see a process where new applications for holiday let properties, are assessed against sustainability criteria. For example - do you want to operate a holiday let in Noosa, Australia’s most sustainable destination? Well, if so, do you have solar panels and rainwater tanks?
The ZEN Solar for Strata project working with resorts, is something I would also like to support as a councillor. There are also opportunities to promote solar on detached dwellings (houses) that are used for holiday letting, as there can be economic and environmental benefits to those owners.

Yes I will. Council needs to accountable to the community for delivering on all of the Council approved projects, unless there are exceptional circumstances.

Yes absolutely. I would like to review the whole Noosa Council waste management system. Let’s build community awareness and networks within the community regarding better waste management, and support that with better waste management systems. We need to make sure that all green waste is removed from landfill. Let’s get innovative projects happening to achieve this. I’ve spoken to numerous restaurants for example, that all want to participate in such an initiative. We can turn green waste into compost and a valuable asset for community and farms, removing it as a source of emissions.
I’m also very keen to see a more rigorous approach to the way we manage holiday accommodation in Noosa. Part of this is a really useful Guest Code of Conduct that will help visitors understand how to manage waste and recycling properly and that properties are equipped with the right resources to achieve this.

I will support street beautification projects involving more tree plantings.

Council is already replacing its street lighting with LED bulbs and supporting Energex in its ongoing, cost-saving work to do the same. Yes. Noosa Council has partnered with the Australian Energy Foundation (AEF) to offer residents free advice for reducing energy use and installing solar and battery storage technology. This program could be extended to low income groups through an outreach program

Yes. I support the creation of a business extension officer. In educating and assisting small businesses, we can hit targets of participation in zero emission and save $$ for the business which would contribute to their success. Of course! As co-founder of Queensland Koala Crusaders, I know well the need for increased habitat retention and regeneration. 24,000 trees planted in Ringtail/Yurol forest happened this past year and we have the seed funding for this project. In 3-5 years, we should see many species using these trees and the connectivity for koalas will be achieved. If we have more trees in the ground, cooling and cleaner air will be achieved in the urban footprint as well.

This is a fantastic idea! If we shift to renewables and electric vehicles we not only improve emission targets but we also set an example of actions to achieve this. There is no planet “B” and science shows us that we must make changes sooner rather than later if we want to have a sustainable future on this earth as we transition from fossil fuel use.

Yes, this would be a priority for me. I would assist in any way possible to see Noosa be an action based example for other Council Shires. We need to practice what we preach and move forward with solutions for a sustainable future. As we develop plans for response to extreme weather events as well as informing community of our actions with measurable outcomes zero emissions by 2026 can be evaluated and addressed.

Yes, I fully support this initiative. As Brisbane City Council has proven, cost savings to ratepayers whilst working towards zero emissions is beneficial to community. Shifting to LED lights would not only benefit our residents but also assist with lower light leak and provide benefit for native species especially turtles which supports our Biosphere commitments.

As a renter myself, I would fully examine the implementation of assisting measures for households not currently participating in the solar scheme. Current rebates are available to assist with costs and the long term savings through solar installation sees financial returns to owners which alleviates pressure of increasing energy costs. Solar sharing is also something to be developed.

Council’s Capital Works Budget needs to be evaluated and plans need to be addressed in regards to infrastructure to support the switch to sustainable transport options. Noosa can be a leader if these plans were actioned and the community could benefit from a healthier active lifestyle as well as shared resources in transport. We need to think outside the square and support change. Looking into regional transport hubs with shared transport options is one way we can plan for a future where we do not depend on fossil fuels.

As has been proven overseas, the widespread changes to transport options are reducing emissions and converting uses of private cars to more shared experiences. Many families are transitioning to “one car” households and electric bikes are becoming more affordable. If an electric bike sharing scheme were actioned this would give greater options to our community and visitors alike.

A detailed operational plan is necessary to be able to evaluate actions and their success over time. One of the biggest failures in government has been plans with no actions. I would commit to supporting a review and rewrite of measurable outcomes within current operational policy.

Changing times requires actionable outcomes. I would commit to supporting budget allocations for these actions to occur. Commercial and community composting is something I am passionate about. Our family composts our own waste and this can easily be achievable from urban noosa to hinterland hills. Each year, Woodford Folk Festival achieves a successful outcome through their “garbology” platform and the considerable difference from overflowing compost bins to moderate recyclables to very little actual landfill waste is remarkable! This should be the norm within our community as well and if Council initiates and supports this transition, our carbon footprint reduces.

Council is already implementing several policies associated with Climate Change such as the Climate Change Adaptation Plan, Coastal Hazards Adaptation Plan, Zero Emissions Plan and is implementing priority actions already identified, such as the rollout of solar on Council Buildings. It is also ensuring that all Policies have the elements of Climate Change embedded within. It makes sense that a Climate Emergency Plan would be developed following the the declaration of a Climate Emergency to identify the priority actions needed to be undertaken with consultation and input from the community. I do support an Emergency Plan Action Plan that incorporates the work already undertaken and prioritise the actions to come.
2. Will you support the creation of a Green Business Extension Officer in Council, to work with businesses to assist them to reduce their electricity costs and emissions?
In principal, I support any initiative to encourage the uptake of solar by all businesses, and households for that matter. It makes environmental and economic sense.However, I'm not sure that business would listen to Council or that a Green Officer would make any further inroads than previous schemes, such as Ecobiz, with encouraging solar uptake by business or that Council is the best placed to deliver such advice. Tourism Noosa and ZEN Noosa have also been working towards the uptake of solar by business until now. What are the barriers? If it makes environmental and economic sense, why aren't businesses embracing the uptake? What would a Council Green Officer add that isn't already being done? What incentives do the State and Federal Governments offer?I would need to see the advantages and costs of Council taking on this role before committing to it.
3. Will you endorse a massive urban pathway tree planting program in anticipation of increased temperatures in coming years?
I agree that street trees are a significant contributor to the reduction of temperatures in urban areas, and Noosa has embraced street tree plantings which enhance our urban environment and wildlife corridors. I would support the additional planting of street trees in areas that can be identified as suitable with species that are suitable for our urban environment and infrastructure. What hasn't been defined is the term 'massive', where this massive influx of trees may be able to be planted, and the resultant initial and ongoing maintenance cost of a 'massive' influx of urban street trees? Tree clearing requests are one of the highest level of calls that Council fields currently, and trees in urban areas require regular maintenance which already challenges Council's resources. If more trees are to be planted, then I would be more supportive of parks and reserves being used as well where space is not of a premium and trees are less likely to become a cost factor for maintenance for future Councils and ratepayers. For example, many park benches in parks are currently out in the sun most of the day in many cases and could readily be shaded and benefit from further tree plantings.
4. Will you work within Council to achieve a shift to electric vehicles for Council's fleet?
I continue to support the shift to all modes of alternate energy lower emission vehicles that are suitable for the application in Council's fleet. Council has been slower on the uptake of electric vehicles and charging infrastructure than I would have liked to see, but we have managed to see several hybrid cars purchased, principally due to ongoing Councillor demand for change. Council tested an early model Nissan Leaf to evaluate Electric Vehicle performance, costs and suitability. A large portion of the Council Fleet are utes, 4WDs and trucks that are still awaiting suitable electric versions in this country. An electric charging station is scheduled to be installed in the next stages of the Peregian Hub for public use. I have requested a report on the current state of the Council Fleet to see what opportunities there are to transition vehicles to alternate low emission vehicles such as electric cars. Targets need to be set once suitable replacements can be identified.Like several of the current Councillors, I own a plug in electric hybrid vehicle for our family's personal use.I am pleased to report that Council has replaced a great number of fuel powered tools with rechargeable battery powered alternatives.
5. Will you request the CEO to review all employee Key Performance Indicators to ensure that climate emergency action is embedded in all Council policy, strategy and operations?
I would expect this to be part of staff requirements if part of the policies and plans they are expected to implement. Suitable KPIs would have to be determined to be measurable.

No! Not without a business case to see the benefits for the community at least! Like so many other things, why is the community expected to bear the cost of things when the State and State owned agencies don't deliver? I would first be advocating with other Councils through the LGAQ to pursue the State to deliver these outcomes in a timely manner as part of their emissions reduction initiatives. Energex has its part to play, and this would significantly reduce the load on energy supply and potentially the need for additional power stations across the State. Solar versions could be implemented with mains backups if required, further reducing power plant emissions. Why should Energex not be part of emission reduction targets with easy wins like this as they replace light globes? I Know it isn't in their interest to reduce energy costs for consumers.Council is already implementing a program for all of its lighting which has begun in all Council buildings and facilities and is planning for its street and external lighting to be upgraded to LED alternatives. Several sport facilities have upgraded to LED lighting with Council support and external grants with plans for more clubs to make the transition.
7. Will you investigate how Council can work with low income and rental households to achieve an uptake of rooftop solar for these sectors?
Council is closely monitoring schemes that have been initiated in other Council across Australia and is devising a plan to see if we can offer a viable option for low income and rental households.

I will continue to support initiatives that encourage alternate transport uses, and continue to advocate for an improvement in our public transport network with alternate low emission energy fuel sourced vehicles. Council has committed to identifying missing links pathways and cycleways and an action plan to prioritise vital connections. I have always though it ironic that we require end of trip shower and cycle facilities in business developments in our planning scheme when there is poor connection of pathways and cycleways to our commercial centres, especially the Industrial area. More off road cycleway opportunities to enhance rider safety are needed, or barriers such as can be seen at 1770 and Byron to encourage safer cycling such as the Bendigo Council initiative.There will always be a need to maintain our current road network and future road needs due the the distances that we need to travel.

Possibly. Is this an outlay for Council to provide? More information required. There are challenges to such schemes and questions regarding the use of public land for business operation that have been brought up in the past. What about scooters? I see other Council schemes that have had bikes disposed of in rivers. What I do support, and can already happen, is the opportunity for existing business to be apart of a cycle hire network, especially those that offer accomodation for visitors. A rental business could partner with existing business operators which would enhance opportunities for exposure of business activity. You would only need one in each destination location much the same as the public space idea functions. This already occurs with a number of accomodation providers offering bike hire and the existence of bike hire businesses. They just need better connectivity for short term hire with other establishments.

Council currently have a detailed operational plan with regular updates and performance reports that are available for Councillors and the Community to review. There is a proposal to open the budget deliberations up for community input in the next Council.

Yes. This has been an initiative that a number of Councillors have advocated for and will be happy to see delivered as budgets allow over the next few years.

Absolutely. I have long advocated for many of the changes that have been implemented at our Resource Recovery Facility, and FOGO ( Food and Organics) is the one of the last pieces in the puzzle. Council is currently in discussion with Unity Water and Southern Councils as well as a group of Northern Councils investigating the feasibility of a regional facility for treatment of food and organic waste and the production of a useable bi product that can be offered for soil improvement for agricultural production. The landfill is currently flaring methane, but has recently implemented measures to enhance methane capture with the target to capture sufficient to finally generate energy from the gas rather than flaring. I have been pursuing this goal since I started on Council.
13. Will you support a requirement for electric trucks in Council's next waste collection contract?:
Absolutely! I supported it in the last contract, but we there were no trucks capable of delivering a service in our hinterland available at the time of the contract. I had spoken with the suppliers at the National Waste Conference and continue to monitor vehicle availability for our next contract.

Yes. Our community must also be kept fully informed. The plan should include but not limited to, an action program to identify and evaluate precincts which are endangered by fire, flood, drought and coastal erosion and have steps in place to deal with these dangers where it can or engage other levels of government where it cannot. The plan must also include information on how precious habitats will be protected.
2. Will you support the creation of a Green Business Extension Officer in Council, to work with businesses to assist them to reduce their electricity costs and emissions?
This is a great consideration and an addition to the Economic Development unit that I believe should have more permanent members that can assist working with our businesses.
3. Will you endorse a massive urban pathway tree planting program in anticipation of increased temperatures in coming years?:
I would support planting of trees especially if included as part of our bikeways and pathways upgrades and in particular public areas.
4. Will you work within Council to achieve a shift to electric vehicles for Council's fleet?:
Yes, this is a great incentive that should be expanded. I think the main issue is ensuring an implementation plan is in place with timelines. It should include costings for all vehicles as well as the costs for charging stations.
5. Will you request the CEO to review all employee Key Performance Indicators to ensure that climate emergency action is embedded in all Council policy, strategy and operations?:
Climate change actions should be embedded in all Council policy, strategy and ops. I am not sure how KPIs specific to CC would affect employees in this sense.

This is a great innovation and supports the environment and is also very economical. Costings would be the main issue and consultation with ratepayers is mandatory.

Yes. Information is paramount so that decisions can be made in the best interests of the residents. It is important for local council that they advocate to State Government to deliver solar power to low income and rental households. Just as important is to ensure that a policy is in place about removal of damaged or non-working panels and that they are disposed of properly (not into landfill) or recycled appropriately.
8. Will you ensure that Council's capital works program gives priority to sustainable transport initiatives, and not to making trips easier for the private car?:
Sustainable transport initiatives are very important. Currently we have congestion issues, lack of parking and poor public transport. A Traffic Management plan that takes a holistic view on all these issues is required that includes park and ride options and electric vehicle (bus/bikes) considerations for the future. Better bikeways and paths throughout the shire, will also assist with making trips easier.
9. Will you support an electric bike sharing scheme in dedicated locations on Council public land?:
Yes, I believe we first need to complete our bike and pathways network. Having said that, it would have to be trialled at both quiet and peak times to ensure the best possible time to implement. This is a great idea and I would need to learn more information on how this could be structured.
10. Will you require a detailed Operational Plan which enables proper review of performance by councillors and the community?
Yes. I would hope that there already is one in place in accordance with the Local Government Act.

Absolutely, I will do my utmost to ensure that they are both funded and implemented.

Yes, there are great initiatives being done by councils throughout Australia that we can learn from and review to see what can best help our shire. I would love to see a council rebate system for households that have their own composting bins. Some councils throughout Australia supply up to a 80% rebate.

This is a great opportunity for community feedback. I would think that there are costs involved and the program would need to be viable for the long term. I would certainly support any reduction in emissions.

The prestigious label of UNESCO Biosphere should see Noosa Council recognised in a leadership capacity when it comes to climate change. Of course, I will always engage community.

A. The creation of a 'Green Business Extension Officer' in Council would be of great assistance to business owner/s looking to minimise electricity costs and gain knowledge on alternative green energy initiates and more innovative ideas to help the environment, contribute to zero emission goals and to increase cash flow.
3. Will you endorse a massive urban pathway tree planting program in anticipation of increased temperatures in coming years?
A. Trees reduce temperatures by shade and transpiring water. Studies have proven that one mature tree can produce the same cooling effect as 10 room sized air conditioners. Forward thinking and careful planning now will ensure the health and wellbeing of residents while providing shade trees and simultaneously combating projected rising temperatures should be considered best practice. Endorsement of such a program makes sense.

A. The shift to electric vehicles for Council's fleet makes sense. Consultation with residents/ratepayers and all key stakeholders is paramount. The Council has committed to zero emission for its own operations by 2026 therefore careful planning and budgeting to deliver within the timeframe is vital. Collaborating with industry experts is essential.

A. The goal of Council to deliver climate emergency action in all areas of operations, policies and strategies can be most effectively achieved by regular reviews of the Council's employee key performance indicators to evaluate their success at reaching targets. Of course, implementation of all organisational KPI's is best practice.

A. It is essential Noosa Council adheres to responsible stewardship over utilities and undertakes cost saving measures. Perhaps a pilot program just as Brisbane City Council who managed savings of over half a million dollars through switching to LED lights is worthy of consideration.

A. Perhaps monies saved in the switch to LED lighting can be reinvested into the households experiencing 'solar poverty' A progressive Council can implement measures and seek State Government assistance to ensure equity for all residents regardless of ability, gender or race. Increased uptake of roof top solar can also assist in reaching targets set within timeframes to reduce emissions while minimising dependence on coal.
8. Will you ensure that Council's capital works program gives priority to sustainable transport initiatives, and not to making trips easier for the private car?
A. Raising awareness, education and initiatives making it easier for residents to uptake sustainable transport options is imperative in conjunction with Council's capital works program to prioritise ease of access to all park and ride, bikeways and walkways as this may contribute to promoting healthy lifestyle and environmental protection. These are key principles in the Noosa Transport Strategy 2017-2027.

A. Support for all initiatives /schemes that potentially contribute to reaching zero emission targets set by Council which are supported by residents and identified by key stakeholders as priority. Of course, as always projected budgets and planning is essential.

A. Firstly, a detailed Operational Plan can be requested. Secondly, however one has to know how effective is the Council's Operational Plan in measuring success or failure of the non-capital works initiative in its quarterly review of performance by Councillors and Community.

A. The Walking and Cycling Strategy is expected to be ready for pubic consultation in late 2020. A strategy requires dollars allocated in the budget to enable its implementation. Of course sustainable transport goals remains a top priority.

A. Preventing waste in the first place is best environmental outcome. Support for Council moving forward on any facility or services that contributes to reducing Council's total carbon footprint is important. Waste as a commercial resource makes sense.

A. Electric trucks for waste collection are a key demonstration of Council's support for renewable energy as they significantly reduce our environmental footprint and improve the sustainability of residential hard waste collection. Electric trucks create less noise, making streets more liveable while saving approximately 180kg of carbon dioxide from the atmosphere when operational as compared with an equivalent diesel truck. Of course, sensible planning and budgeting are imperative.
Andrew Squires Answers

Yes. Developing a climate emergency plan should be done immediately. The Council must engage with community for a clear understanding of what is important to them. Political influences are not part of this process. Our community needs to act on a plan, protect the environment and support residents.
2. Will you support the creation of a Green Business Extension Officer in Council, to work with businesses to assist them to reduce their electricity costs and emissions?
I would support more education and support from council. This could involve incentive programs, recognition for businesses that are succeeding in reductions. Reduction targets could be discussed and initiated through the various associations in Noosa. I don’t believe we employ another person at this stage. I am not yet on council but know that whether to employ an Extension Officer is something that would require council assessment of existing staff capacity and budgets.
3. Will you endorse a massive urban pathway tree planting program in anticipation of increased temperatures in coming years?
With community engagement including regarding cost and location, I would support planting more trees.
4. Will you work within Council to achieve a shift to electric vehicles for Council's fleet?
Yes, I believe Australia is running behind in this area. ECs are the way of the future and we should be working towards this transition now. Council should be taking the lead with its own fleet.

KPIs can be introduced after a climate emergency plan is accepted by the community and adopted as council policy. I believe all council employees should have KPIs on all operations they perform in council. This then creates a culture that becomes a way of life and will transfer to community.

I believe we should be looking into this now as a viable option. The potential for better efficiency and environmental benefits would be positive. I understand there is overlap between Energex and Council responsibilities, and I would advocate for resolution. The cost is something that would need to be scoped and considered and community acceptance of the initiative must be gained. We must start looking at the future.
7. Will you investigate how Council can work with low income and rental households to achieve an uptake of rooftop solar for these sectors?
Continued education and programs on power usage is the key. Solar is perfect and our Council can do more to engage with State Government for rebates to this community group. We are one of the best suited countries for solar power and it should be available to everyone no matter their income.

Yes, this is a priority. The Noosa Transport Strategy needs to be acted on and other means of transport supported. I have spoken many times regarding the inadequate network of bike paths and the many benefits they have.

As previously mentioned, we need a safe and useable bike network and then options for bike sharing would be a natural progression for open debate. Bike sharing does work in other localities so the option should be explored.

I would support electric trucks however the cost implications would need to be assessed. We can also look at other initiatives. We should keep our options open as new ideas are coming forward all the time. Maroochydore’s new CBD will have an underground system that eliminates rubbish trucks coming to the City Centre entirely.

1. Will you seek to develop a Climate Emergency Action Plan in consultation with the community in time for the 2020-2021 Budget?
Council is very nearly finished drafting its Climate Change Adaptation Plan and also its Coastal Hazard Adaptation Plan. Both of these will require further community consultation. There wouldn’t be time to prepare and consult on a separate Climate Emergency Action Plan before the 2020-21 budget deliberations, particularly as we will have to go through a detailed induction process with new councillors after the election, and then start budget workshops immediately after that. I am waiting to see the draft Climate Change Adaptation Plan that our Climate Change Adaptation officer Grant Hinner has been working on to determine if this provides enough information for the community at large. Meanwhile, the Noosa Environment Strategy sets out Council’s objective to achieve net zero emissions for the organisation and the community. I am happy to consider further opportunities for community input into our shire-wide planning for climate change.

Happy to look at this, although Annie Nolan, council’s Carbon Reduction Officer, already does much of this work. We may have to beef up our Economic Development Department in the face of the Coronavirus pandemic, so this may be something they can take charge of also.

Council has a Tree Management on Public Land Policy. It states that “Trees on public land are fundamental to the character of Noosa Shire. They shade our parks, cool and soften our buildings, enhance our streets and they provide home and food for our local wildlife. Trees in urban areas have a cooling effect that may significantly reduce energy consumption in Summer. Trees also prevent soil erosion, filter wind, reduce noise and air pollutants, store carbon and produce oxygen.” I helped write this policy, which also acknowledges that trees must be “treated as valuable assets”. Naturally, I am in favour of trees on public land, including road reserves and pathways.
4. Will you work within Council to achieve a shift to electric vehicles for Council's fleet?
Yes, I am already doing this. We replace vehicles as needed, and the shift to EV is a priority.

Climate change and climate actions are already being embedded in all aspects of Council operations. The issue is not being overlooked. Happy to suggest clearer reporting through our KPIs.

I have previously attempted to make inroads into this issue. Sunshine Coast Council also failed in their attempts not long ago. However, we are currently awaiting Energex to publish their new rates. Energex have a program to make the switch to LED. We will need to develop a business case to see if it makes sense for us to take over the change to LED on Energex’s assets. In Victoria, various local governments have joined together to bring about this sort of action. I am intending to work with our neighbouring Councils if that will provide more clout as well as a better business case.
7. Will you investigate how Council can work with low income and rental households to achieve an uptake of rooftop solar for these sectors?
We are investigating a range of schemes.The next iteration of the Zero Emissions Strategy that Annie Nolan brings to Council for review will include those options.

That is already embedded in our Transport Strategy, which aims to “Prioritise our focus on moving people and goods rather than on moving cars.” Plus “Provide infrastructure and services that are designed to give priority to pedestrians, cyclists, scooters and public transport over private cars.” Plus “Accommodate changes in transportation technology.” Plus “Align our organisational transport options and usage with Council’s Zero Emissions Strategy and the above principles.” Plus “Design for, encourage and facilitate transport options that reduce the emissions produced by our community.” And, finally, “Reduce peak time traffic congestion by reducing traffic rather than increasing road capacity.” So plainly the answer is “yes”.
9. Will you support an electric bike sharing scheme in dedicated locations on Council public land?
Generally speaking, yes. But there are issues to deal with including cost of service, competition with existing operators, public liability etc. We have looked at it from a range of angles, including working with an existing Noosa-based business who is licensed to operate the service.
10. Will you require a detailed Operational Plan which enables proper review of performance by councillors and the community?
We already produce an annual Operational Plan which measures Council’s performance against our goals, so I’m not sure what is being asked here. I have said that I want to support and facilitate a separate Community Plan that reflects the desires and aspirations of the community for itself. Noosa Council has solid reporting systems in place, including monthly financial reporting and detailed quarterly reporting from every department.
11. Will you ensure that Council delivers on the recommendations of the Walking and Cycling Strategy currently being prepared?
Yes.
12. Will you support Council moving towards a commercial and community composting facility and service, as the emissions from the Council controlled landfill comprises over 65% of Council’s total carbon footprint?
We have investigated FOGO systems as well as utilising methane from landfill for power generation. We are also investigating a range of large scale composting systems. We have supported Unitywater with their feasibility study for a regional high-tech waste-to-energy solution. Meanwhile, Council has introduced a compulsory green bin service to divert green waste from landfill and we continue to educate the community. We need to keep a very close eye on rapidly changing technology and evolving options for our landfill. That includes the trial of waste to a commercial composting system t the southern end of the Coast that I believe is being supported by Plastic Free Noosa. Certainly, we need to be operating our landfill at best practice. I am very eager to introduce any new system that is both economically and environmentally viable. With the new gas capture lines going in at the landfill, I am very hopeful that we can capture enough methane to generate electricity. But we are also stuck with a commercial arrangement to flare the methane that was established under the amalgamated council. Nothing is ever quite as simple as it sounds! In short, yes, as long as our health and legislative responsibilities can be met, and that a business case stacks up, I am very happy to support moving to an improved composting system for our landfill.

The next waste contract won't happen under the term of the 2020-24 Council. The 7 year contract concludes in September 2024, after the next local government elections.

I am passionate about cutting Noosa’s emissions down to Zero. I support the declaration of a climate emergency and see Noosa as a national and world leader in cutting emissions.
Thank you for inviting me to answer your questions, however I found many of the questions beyond my scope of knowledge. Instead of answering them, I have opted to give a broad policy statement.
First, I am very impressed with the ZEN website and especially so with information on solar panels. By providing information on ways to lower emissions as well as contacts to local businesses which will achieve this goal, ZEN is facilitating a network within the community. The end is not only reducing emissions but fostering our local economy as well. I see Noosa as economic and cultural powerhouses. This culture values our natural environment and strives to preserve it. These values promote local businesses to innovate emissions reductions strategies and hardware. The advancements made in Noosa both support the culture and the economy. I see these being exportable IT as well as the subject of lucrative educational opportunities. As a councillor I will facilitate the goal of zero emissions by 2026 as well as promote the forward-thinking culture of Noosa residents. I will support local business with an eye on creating another valuable resource for our Noosa Shire.
In my field of surfboard manufacture I did a similar thing to which I have described above. I began making wood surfboards and the local culture supported me. The culture appreciated what I was doing, bought my surfboards, and facilitated my advancement in the manufacturing process. My business became enmeshed in the network of local suppliers of materials as well as selling retailing surfboards. Soon Noosa was the world hub of wooden surfboards and an exportable product was created. I have sold surfboards and taught my methods in numerous countries including Japan, Korea, USA, France and the UK. Recently my story was featured on ABC Landline with Sean Murphy. I would give consideration to private enterprise for a bike sharing and scooter scheme.
10. Will you require a detailed Operational Plan which enables proper review of performance by councillors and the community?
I will ensure working with the CEO that the major emphasis is placed on best outcomes for all council business with the focus firmly on community services and facilities.
11. Will you ensure that Council delivers on the recommendations of the Walking and Cycling Strategy currently being prepared?
I would hope that after spending $650k by the current council we will be provided with a document that allows us to get on with delivering outcomes- building footpaths and cycle ways.
12. Will you support Council moving towards a commercial and community composting facility and service, as the emissions from the Council controlled landfill comprises over 65% of Council’s total carbon footprint?
As Anthony Pratt said over the past few days in ‘The Weekend Australian’ newspaper- ‘there is the ongoing shift towards converting waste to energy and the ability to turn garbage into a useful commodity’. I would support looking at all options concerning our problems with waste and garbage disposal as new technology evolves.
13. Will you support a requirement for electric trucks in Council’s next waste collection contract?
I’ll take advice from the CEO on the state of the current fleet and give that advice consideration and make decisions from that where required.
